How do I know if my printer's fuser is bad?

We are having pages with light, poor quality text around the middle top of the page from our printer. We have changed all the rollers and the toner cartridge and cleaned the mirrors and everything inside the printer yet it's still just as bad. Could it be the fuser that is the problem?
Can't help if we don't know what model it is. In any case, fusers won't cause that kind of problem.

It's an HP Laserjet 5000.

Very possible. Do a half test. Put a sheet of paper on the manual feeder in front and perform a self test. When the back edge of the paper enters the printer, open the toner door to stop the printing. Remove the toner cartridge and look at the image below. If the defect is present the toner cartridge is the issue and if not the fuser teflon sleeve has an issue and needs to be replaced or the fuser itself needs to be replaced.
