Hi guys thanks for all the previous help the problem was a bad encoder strip which caused the carriage to stop were the striations in the clear plastic were missing/damaged- new encoder problem gone - er almost
but a new problem , once the carriage has moved right and left 3 times at the start I put in a sheet of 8 by 10 plain portrait paper,
the roll pulls it in and then sets it up but when the carriage stops to the left of the paper the roll turns so fast that the paper "bends" and causes a loose area to block the carriage when it tries to move to the right ripping the paper
do I have bad paper ? high humidity or a pushy roller with flimsy paper ?

You have a bad back feed clutch on the left side behind the service station. C3190-60131 is the part number. Make sure when you replace it that you put the right side towards the inside or it will be worse. Just use the old one as a guide. If you use a roll feed or D,E size paper it will sometimes work without the bubble occuring.

is the cluch assembley c3190-60131 the same or a sub for clutch assmbly c4699-60085 ?
likewise with a roll of paper the plotter it will finish all its startup but end up with a media light flashing in green -- like it is busy but that is were it stops and hangs doing nothing further ?

Your part number is what hp now substitutes but it appears it is also out of stock. They seem to be carrying less and less parts for the 400 series plotter. As to the media light I always thought that light was yellow or amber and not green. Anyway the media light which is the bottom light on the top right hand group if blinking means the media is not aligned and you need to reload again. I assume you know the way to load the media which is having the lever up and pushing the media up and then pressing the blue button for it to load by itself. You need to align the right side with the holdes on the side. If not the case make sure the lever is in the up position. Also make sure the cover is down or you have the switch defeated or the light will flash.

Actually it is the READY light that is green and (flashing) once the plotter finishes its routine and then ------ nothing happens , just ready flashing green
loaded with roll sheet ( very little left)
got a part ordered C4699-60085 CLUTCH ASSY (SERV) for the replacement broken clutch

A flashing ready light means the printer is still performing a taak and usually is associated with it receving data to print. Do you have the parallel cable connected by chance. If you do remove it. If nothing connected but power I would open the rear door and remove any simm chips in the two slots. Be careful as the back slot is memory and the front slot is only used for a firmware upgrade to change a 430 to color. If memory is in that slot remove it as it will cause all sorts of issues.

just to add; after playing with the plotter for a few hours I relized that if the plotter has paper loaded into it after initializing from power up and the operator does not or has not "Reloaded the paper " the green ready light stays flashing.
You have to remove the paper and then after a few minutes ? the flashing green light goes away and the load media light shows up -- this plotter does everything at its own pace not your pace hahaha
now you load the papaer by putting it in to the roller and then taping the blue button for it to load roll sheet etc as perscribed in the pannel ..

here is a pic of the clutch assembly as it sits in the plotter ready for extraction. -- notice the metal band around the right side of the gear and its orientation toward the plotter main body.
